David Howell: Founder & Past President
David Howell was a born-again child of God. After many years of living a self-centered and self-absorbed life, he received the strength and hope of a new life through Jesus Christ.
A graduate of Texas A&M University–Kingsville, David built a successful career as CEO of Pipeline Equities, while also being an active and committed member of Second Baptist Church in Houston, Texas.
In 2014, he began the ministry of Prison Evangelism with a bold passion to see hearts changed and prisons closed. Painstakingly and strategically written, the essence of his experience is captured in How to Be a Child of God. This book reaches prisoners in their lowest moments, serving as a beacon of life-changing hope. To date, more than 1.7 million copies have been distributed to prisoners and translated into 31 languages.
Cameron Shepherd, MPA: President
Cameron Shepherd, the great-grandson of Founder David Howell, leads Prison Evangelism with a dedication to carrying forward its mission of sharing the Gospel with incarcerated individuals. He is a proud graduate of Stephen F. Austin State University, earning both a Bachelor’s degree and a Master of Public Administration.
He served as Legislative Director for the former Chairman of the Texas House Committee on Juvenile Justice, working closely with professionals from the Texas Juvenile Justice Department (TJJD) and the Texas Department of Criminal Justice (TDCJ). This role provided him with an in-depth understanding of the state’s juvenile and correctional systems and brought him into facilities across Texas, where he witnessed firsthand the need for hope and transformation.
Today, Cameron serves as Director of Government Relations and Membership Services at the Texas Health Care Association.
Dr. Clint Williams: Board Director
Clint Williams serves as Lead Pastor of Holly Springs Baptist Church, a role he began on January 1, 2024. He first joined the ministry in 2016 as Associate/Family Pastor, where he faithfully served before stepping into senior leadership.
A proud graduate of Stephen F. Austin State University, Clint earned his Bachelor’s degree in Speech Communications. He went on to complete a Master’s in Discipleship at Dallas Baptist University and a Doctor of Ministry in Apologetics and Theology at Liberty University. His passion for teaching shines through in his love for theology and his gift for presenting history through a Biblical perspective.
Clint is married to his wife, Anna, and together they are raising three daughters: Claire, Quinn, and Reese. Outside of ministry, he enjoys reading, learning new things, and spending time with his girls.
